Accessibility Statement

We publish this statement voluntarily. As a private company we are not bound by BITV 2.0, which applies to public bodies, nor — while we sell to authorities and businesses rather than consumers — by the German Accessibility Strengthening Act’s rules for consumer services. We do sell most of our software to municipalities, who are bound by BITV 2.0. Selling accessibility to them while saying nothing about our own website would be a difficult position to hold.
1. Scope
This statement covers the website www.plan4better.de.
It does not cover:
- the GOAT application at goat.plan4better.de, which has its own interface and needs assessing separately,
- the GOAT documentation at goat.plan4better.de/docs, which runs on different foundations,
- appointment booking, which we offer through Microsoft Bookings and Microsoft provides.
2. Conformance status
This website is partially conformant with WCAG 2.1 level AA. The items listed in section 3 are not yet met.
We say “partially” rather than “fully” on purpose. No independent audit has taken place, and without one any stronger claim would be an assertion rather than a finding.
3. Non-accessible content
Image descriptions carried by captions. Every image on this site has an alt attribute; none is left unlabelled. On 162 images in blog posts, though, the description sits in the caption below the image rather than in the alt attribute itself. Screen readers announce it immediately after the image in reading order, so the information is not lost — but pairing image and caption as figure and figcaption would be the cleaner markup, and that is still to do.
Videos without a full text alternative. The short clips showing GOAT features are silent screen recordings. They have a label, a caption, visible controls, and they respect the “reduce motion” system setting; anything that starts on its own can be paused. What is missing is a full text alternative describing what happens in them. Anyone who cannot see them learns less than someone who can.
No independent audit. This assessment is our own, supported by automated analysis across every page of the site. Testing by third parties — in particular by disabled people using screen readers and keyboard-only navigation — has not happened. Only that could take this statement past “partially conformant”.
4. How this statement was prepared
This statement was prepared on 14 September 2026 by self-assessment: a review of the code we ship against WCAG 2.1 AA, supported by automated analysis across every page of the site.
We will review it whenever the items above change, and at least once a year.

6. Enforcement procedure
The statutory conciliation procedure under § 16 BGG is not open to you against a private company — the Schlichtungsstelle BGG handles federal public bodies. We do not name it here, because pointing you at a body that cannot act closes a route rather than opening one.
